My Take - Bismarck didn't so much like socialism as he hated socialists. So he imposed socialism to beat socialists at their own game. He understood, it wasn't about policy, it was about who would rule to implement policy. His intent was to make sure his class was the ruling class. It never occured to him his class would be replaced with the working class, and all he was doing was laying the groundwork for that take over.
