My Take - I have to believe this constitutes a High Crime under the Constitution, meaning a failure to follow the oath of office all public officials take to up hold the law. I would also think this constitutes cause for this victim to sue, not only the city, county and state, but the officials personally involved for deliberately failing to do their job.
And truthfully, if I was a prosecutor, I would do my best to indict them as co-conspirators. But I can guarantee you if I was the federal prosecutor for that area, I would definitely criminally indict them since what they did is in fact a violation of federal law, and the Justice Department needs to put a few of these traitors in prison. That's the fix! Problem solved!
