IRS Publication 78 "Cumulative List of Organizations" shows no listing for Center for Climate Strategies as an exempt organization as of 02/16/2009.
The Pennsylvania Department of State Business Entity Filing History shows Center for Climate Strategies as "Current Name" for the filing of Enterprising Environmental Solutions, Inc., which shows as "Prior Name" in Harrisburg, PA, as of 01/16/2009.
Enterprising Environmental Solutions, Inc was incorporated by the Pennsylvania Environmental Council (PEC) in 1999 and appears to remain under total control of PEC even after the name change to Center for Climate Strategies.
However, this linkage may be in process of change, as the website of EESI has been taken offline and the Internet Archive record for the group states: "Access to http://www.eesi21.org has been blocked by the site owner via robots.txt." PEC appears eager to decouple itself from CCS.

Self-Description: The Center for Climate Strategies was formed in 2004 to support states and other entities in the creation and management of climate change mitigation plans and policies, along with related energy, economic and environmental policies. The CCS team works closely with clients and their stakeholders as an expert and objective assistance provider. We excel at policy analysis, program design, consensus building and capacity building. CCS typically works with cross cutting groups of public officials, stakeholders and technical experts to jointly plan and implement lasting solutions. Our services include:

The following entry from Pennsylvania Secretary of State Corporate Filings shows that the sudden disappearance of EESI's webpage and the robot-blockage of its Internet Archive web history has the earmarks of an attempt to hide the fact that the Center for Climate Strategies had ever been linked to PEC. What seems to have happened was that EESI merely changed its corporate name to Center for Climate Strategies, retaining EESI's federal EIN (Employer Identification Number) and its IRS 501(c)(3) exempt status.
