More American Betrayal: Will Transnationalism Trump the Constitution at the Supreme Court?

Just wondering: Could the use of these poisonous chemicals (to dogs) be banned under an international chemical weapons treaty as implemented by Congress?   The following report from The New York Law Journal relates how "a `lover's triangle' dispute from Pennsylvania ... has mushroomed into a major test of the power of Congress to implement international treaties in ways that may interfere with the prerogatives of the 50 states."
