More Fiscal Insanity from Chicago

What’s America’s worst city?

According to some recent research, it’s Oakland. And a few years before, another expert picked Riverside-San Bernardino-Ontario in California.

But what if we look at major cities? Possible contestants include San Francisco, Detroit, New York City, Minneapolis, Chicago, and Seattle.

I’m not sure which city is the worst of the worst, but I have speculated before that Chicago has America’s worst mayor.

And Brandon Johnson is located in a horribly misgoverned state that arguably has America’s worst governor.

As such, I wasn’t too surprised to see this tweet with some profoundly insane data.

What’s astounding is that politicians expanded unfunded pension liabilities even though the city’s finances are a catastrophe.

Here are some excerpts from a column late last year in the New York Times by Andrew Biggs.

 

The word bankruptcy has been hanging over Chicago like a storm cloud about to burst. …The Windy City’s woes are the product of decades of fiscal profligacy and a cautionary tale to policymakers in every region and at every level of government: Retirement benefits are like free junk food to politicians — everyone loves them, and the bills don’t arrive until later. … 

At the heart of Chicago’s deficit are decades of increasingly generous retirement benefits offered by Chicago’s leaders to more than 30,000 public employees, a politically powerful constituency. Today, a city employee retiring after 35 years with a final salary of $75,000 would receive combined pension and retiree health benefits of about $77,000. … 

Retirement benefits and debt service together made up 43 percent of Chicago’s budget in 2022, the highest rate of any U.S. city. Chicago spends more on debt and pensions than it does on the police and infrastructure… In other words, Chicago is paying for the past… 

Chicago owes bondholders almost $29 billion. It also faces $35 billion in unfunded pension liabilities and almost $2 billion in unfunded retiree health benefits. And these figures do not include an additional $14 billion in unfunded benefits owed to Chicago’s teachers. The watchdog group Truth in Accounting gives Chicago a grade of F for fiscal responsibility, ranking it 74 out of 75 cities.

Chicago truly is a racket, confirming my 1st Theorem of Government. It’s run for the benefit of bureaucrats, not for ordinary citizens. By the way, there’s one horrifying sentence in Biggs’ column.

The state of Illinois, which faces vast debts of its own, is not in a position to bail out its largest city, so Congress or the Federal Reserve might have to step in to help.

At the risk of understatement, if asked whether the federal government should bail out Chicago, the answer is not just no.  It is [expletive deleted] no!

Bailouts reward irresponsibility and encourage more bad behavior in the future.

I’m getting flashbacks to the awful TARP bailout.

The only good thing about that era was this clever bailout form.

I hope Biggs was merely speculating and not suggesting that would be an acceptable option.

That being said, he does have a more appealing recommendation for dealing with Chicago’s chronic recklessness.

Washington could make it illegal for politicians to promise goodies without setting aside money to pay for them.

State and local government pensions…operate with much lower funding standards than federal government pensions or those offered by private companies. As with private pensions, state and local governments should be required to assume conservative returns on pension investments and to address unfunded liabilities quickly.

Since I’m a big believer in federalism, I don’t like the idea of Washington mandating pension honesty. But if the alternative is bailouts, that might be necessary.

Given the reckless spending by Chicago politicians, this means endless pressure to grab more money.

Unsurprisingly, the city’s awful Mayor is pushing for more and more tax increases, as reported by the Chicago Tribune.

 

By opening the door to a pair of polarizing corporate taxes, Mayor Brandon Johnson could galvanize a progressive base itching to see him deliver on a campaign promise to “make the ultra-rich pay their fair share,” but also infuriate business opponents already set on defeating him in 2027. …Johnson last week said he would consider the return of a per-employee “head tax” on businesses or a much bolder payroll expense tax. … 

He told reporters Tuesday his administration would take a serious look at how “individuals with means, particularly our billionaires and the ultra-rich who have benefited from a growing economy, can put more skin in the game”… A mayoral working group…has been meeting regularly behind closed doors to come up with fresh revenues and efficiencies after Johnson said he won’t push a property tax hike for 2026, which had dim prospects of passing the City Council anyway. 

The mayor’s office late last week shared its estimates for what nearly three dozen new or expanded taxes, fees or revenue schemes might raise. …the business community pushed back, suggesting that implementing such a tax would not only deter new business and spur relocations out of the city…  

“If I’m a business and I’m more mobile or making a decision on whether to come to Chicago, I’m considering what’s going on on the local level,” said Jack Lavin, the president of the Chicagoland Chamber of Commerce. …“I also think taxpayers in general are tired of the constant increase in taxes and (thinking), ‘What are we getting out of it?’” Lavin said.

Let’s close with some observations from John Kass, a former member of the Chicago Tribune’s editorial board.

 

Chicago Mayor Brandon Johnson…was unequipped for the job and his campaign was all about slogans, Marxist rhetoric from his allies in the Chicago Teachers Union, and race. Now those who can are in a rush to leave. He’s falling apart. His administration is falling apart. And the city is falling apart rapidly. …Throughout all those years, the joke in Chicago was that any time things looked bad, at least we weren’t Detroit. 

But now that’s an insult to Detroit… The city’s self-inflicted wounds are septic now. …The public schools prepare Chicago schoolchildren only for prison, not success in life. Public transportation is dangerous and filthy and smells like a urinal. …The city government is a billion dollars in debt. And the public schools are a billion in debt. …So who’ll stay in Chicago now? Only those who are financially tied to it, and those who can’t afford to leave.

P.S. Kass had a great column eviscerating Obama’s corruption back in 2011 (and corruption is a tradition in Chicago).

P.P.S. While fiscal policy is a disaster in Chicago, education policy may be even worse.

City of Illegals

While Mayor Brandon Johnson showed up to defend Chicago’s sanctuary city policies before Congress, federal immigration authorities were expelling Prince Knox, a ‘refugee’ affiliated with the Revolutionary United Front, which chopped off the arms of tens of thousands of people with machetes to take over and provide them with free health care, back to his native Sierra Leone.

Prince Knox was one of the many illegal aliens, criminals and assorted monsters protected by Chicago’s ‘Welcoming City’ ordinance and the Illinois Trust Act which form its sanctuary system.

And Chicago’s sheltering of illegal alien criminals has forced ICE to carry out ‘raids’ to get them.

The media has been running alarmist articles such as NPR’s claim that “migrants in Chicago are skipping health checks due to immigration crackdown fears”, and claims in other media outlets that illegal aliens are too afraid to shop, go to church or send their children to schools.

But the only reason for ICE’s raids is Chicago’s refusal to hand over illegal alien criminals.

Chicago Police Supt. Larry Snelling admitted, “there’s no need to be afraid to show up to work. There’s no need to be afraid to go to school. We have not seen federal agents running through Chicago looking for children, going to work locations and grabbing people.”

The “climate of fear” is being spread by Johnson and his political allies, as well as the media, which are covering up the fact that ICE is arresting gang members and dangerous criminals. Their goal is to use fear to build up opposition to ICE’s arrests of the ‘worst of the worst’.

Ever since Trump took office, there’s been a civil war in Chicago between ICE immigration authorities who have arrested hundreds of illegal alien criminals and Mayor Johnson, the Chicago City Council and their political allies who are conspiring to block those arrests.

Pro-illegal alien activists track the movements of undercover federal immigration enforcement personnel to sabotage their operations and tip off their targets. Rep. Delia Ramirez, a member of the Homeland Security Committee in Congress, described ICE enforcement as “these acts of terror and intimidation” and urged pro-illegals, “if you see ICE activity, potentially in unmarked vehicles, we encourage you to report that to our local immigration rights organizations.”

Mayor Johnson similarly described the federal government’s renewed commitment to immigration enforcement as “acts of terror to radically shift our way of living.”

In D.C., he told Congress that he was “building a Chicago that embodies the dream of my father.” Brandon’s dad had apparently envisioned a city overrun by illegal alien gangs like Tren de Aragua taking over apartment buildings even in Chicago’s ultra-violent South Side.

“Chicago’s Welcoming City ordinance and our other laws and policies do not lead to more crime, they do not prevent cooperation with federal law enforcement on criminal matters and we do not harbor criminals,” Johnson falsely told Congress. Former Mayor Lori Lightfoot, helped tighten the Welcoming City sanctuary city ordinance to protect criminals who had been arrested.

Two Latino City Council members tried to roll back the extreme sanctuary city arrangement. ICE had offered to stop immigration raids if Chicago law enforcement were allowed to turn over criminals directly to it. The proposal by Alds. Raymond Lopez and Silvana Tabares failed by 11 to 39. Johnson led the campaign against it bragging that he would continue to defy the law “to stand by and protect Chicago’s immigrant communities against threats from ICE.”

Johnson and Chicago authorities complain about ICE raids, they claim that immigration authorities are targeting schools and churches, and have resorted to outright lies to spread fear.

“Earlier today, Immigration and Customs Enforcement agents showed up at Hamline Elementary School,” Chief Education Officer Bogdana Chkoumbova lied at a press conference. “School staff followed CPS established protocols. They kept ICE agents outside of the school and contacted CPS law department and CPS Office of Safety and Security for further guidance. The ICE agents were not allowed into the school and were not permitted to speak to any students or staff members. Here is the bottom line, our students and staff are safe.”

Chicago school staff weren’t actually interfering with ICE personnel, but with Secret Service agents who were investigating death threats being sent over the proposed TikTok ban.

Chicago Public Schools head Pedro Martinez kept up the lying on MSNBC, falsely stating that the Secret Service “presented credentials and shared that they were from ICE.”

Why did top Chicago education officials lie? To spread fear and build up opposition to immigration enforcement by frightening students and parents as they had done from the very beginning with an email offering “mental health resources available at every CPS school to help students who may be feeling concern and anxiety about the incoming administration”.

“Every violent crime is devastating, but scapegoating entire communities is not only misleading, it is unjust, and it is beneath us,” Johnson argued.

The ‘communities’ in question are illegal alien criminals and international gangs.

ICE isn’t terrorizing anyone. Mayor Brandon Johnson is using terror to protect the sanctuary city system. Johnson and Chicago politicians know that ICE is only coming for illegal alien criminals. He isn’t protecting “families” or “communities”, but murderers, rapists, terrorists and child molesters. And he’s protecting them by forcing ICE to carry out immigration raids so that he can claim that the deportation of criminals is “terrorizing” Chicago’s Latino communities.

Because Johnson wasn’t protecting immigrants or even illegals, he was protecting criminals.

In D.C., Johnson claimed that everything was going well and crime was down in Chicago, but, Chicago authorities are once again rigging crime statistics by not recording crimes, not making arrests and not solving crimes. Johnson shut down ShotSpotter which helped detect homicides. And only 1 in 7 violent crimes ended in an arrest. Chicago authorities now claim that they have cleared 60% of murders. Last year they claimed to have a clearance race of 54%, but the actual clearance rate for murders that ended in an arrest is only 23%. Or less than 1 in 4 murders.

Despite Johnson’s claim that crime is down, there have already been 77 murders this year.

Mayor Johnson, whose love for illegal aliens is only exceeded by his love for criminals, turned Chicago into a sanctuary city for criminals where most murders are filed as unprosecutable.

And the illegal alien criminals who commit them are treated as undeportable.

The sanctuary city for illegal alien criminals is a deeply unsafe place for everyone else. A third of Chicagoans are worried about migrant crime, and 1 in 5 say their children are now unsafe in school because of mass migration. But there’s no sanctuary for Americans in Chicago.

In Congress, Mayor Brandon Johnson, whose approval rating is at 6%, defended his pro-illegal alien criminal policies by claiming, “I was elected to represent the people of Chicago and that’s what I do”, but a majority of Chicago residents want less immigration, only 20% want more.

According to Johnson, around 1% of the city budget now goes toward illegal alien migrants.

While 80% of Chicago residents are sick and tired of Johnson, illegal alien criminals love him. And in Cook County, that 1 percent votes earlier and more often than Americans do.

The Worst Statistics from America’s Worst City

Chicago has been in a downward spiral for years, and you can certainly make a strong case that it has America’s worst mayor.

It has terrible fiscal policy (which won’t end well), but its education policy is probably even worse.

Take a look at this chart showing ever-higher spending and ever-lower academic outcomes.

That’s terrible data for an entire city.

But when you look at specific schools, the terrible numbers become horrific.

Here are some grim details from a report from the Illinois Policy Institute.


Douglass Academy High School spends the most per student compared to any other school in CPS, according to the Illinois State Board of Education’s 2023 Report Card. With that kind of spending, one would expect academic proficiency to soar, but that’s not the case. The most recent test data available shows no 11th grade students could read or perform math at grade level on the SAT in the 2021-2022 school year, and 86% of tested students scored in the lowest proficiency level for reading. …The last school year in which any 11th-grade Douglass students could read or perform math at grade level was the 2016-2017 school year. Just 2.4% of students could read or perform math proficiently then. …As of March 2024, Douglass Academy High School had 23 full-time staff members for its 35 enrolled students, according to CPS’ employee position files. CTU wants to add at least eight staff members to the school’s roster, a nearly 35% increase.

The horrible education outcomes are part of the story (even worse than some terrible New Jersey cities).

But notice the shameless demands of the teacher union. They want to be rewarded with more dues-paying bureaucrats even though (as is so often the case) they deliver awful results.

P.S. Folks in San FranciscoDetroitNew York CityMinneapolis, and Seattle doubtlessly will be insulted at the implication that they don’t live in the most poorly governed city.

P&D and The Week That Was

Well, this is the last weekend before it's decided whether the United States of America will continue to exist or not, and I no longer think that's hyperbole as I once did.  

Make no mistake, it's not just about who they are, it's about what they are, what they believe, and what they do, and the central question that should be on everyone's mind is who is the best leader?  Or for that matter if they have any leadership skills at all.  History is everything, and fortunately each of their histories tells us that story, much of which is covered in today's edition.  

It's my view voter fraud will be massive in many states, and the fact the Democrats think Trump would win is more impetus for them to go insane on voter fraud.  That didn't happen with Hillary because they actually believed their own hype, and the hype from their myrmidons in the media that she was a shoo in for President.   Not in 2020, and not now.

This will go to the courts, and as Vice President it will be up to Kamala to certify the election, which the Democrats demanded Pence certify.  But Democrats being Democrats, they will demand Kamala refuse to certify.  As for the down card, here's my Updated Analysis of the 2024 Senate Race.

Voter fraud for the House is more complicated as the fake ballots have in the past have mostly shown votes for the President and the down card was mostly empty.  That's not normal.   The reason why is it's extremely hard to pre-print that many fake ballots with all those different down card candidates.  That's why they need days to "find" lost ballots in order to print down card candidates names in them.

I have no doubt the Democrats will work tirelessly to undermine his administration if he wins.  That's who they are, what they do, and that will never change, and there are entirely too many Republicans who will help them to do it.  I break that down in my Mitch McConnell's Replacement article.  

Trump's rally at the Madison Square Garden was a massive triumph.   Sally Zelikovsky defined it in this manner:

....Trump’s rallies..... remind me of a convention comes down to the fact that the atmosphere at both events is the same: Jubilant. Fun. Energizing. Optimistic. Lots of hats, signs, cheers, and jeers. Tens of thousands of attendees. Guest speakers.  A grand old time for the grand old party.

This rally is being proclaimed as a triumph everywhere, Monica Showalter called his speech a tour de force saying:

"no wonder Democrats tried to distract from it".... "yelling about Nazis and Nazi rallies in the most preposterous comparison ever"....[claiming]....It was so bad, so pathetic, all I could do was hope they kept doing it, because they were shooting blanks"....

But the Nitwit Brigade has a different view of the world.   New York Gov. Kathy Hochul says the rally is Trump "waving the white flag of surrender.”  And Rob Reiner claims that rally "puts the final nail in his racist coffin".   I've come to the conclusion they called him the Meat Head in All in the Family because they really did see him as a meat head.  

And if it was "so bad" why is it Hasidic Jews found it impressive enough to endorse Trump?  So much for claims it was a Nazi rally. 

Then there's Whoopi!  As Professor Higgins in My Fair Lady said of Eliza Doolittle:  "She's so deliciously low".  Well, say that and add stupid, and you define Whoopi.  Democrats, one and all, called it a racist Nazi rally.  Wow, and they've been doing that since 1948.  Ya gotten give them credit for consistency, not smarts, but hey, ya just can't have everything, right?   But wouldn't you think they'd prefer smarts?  Nah, they  would be allowed to be be Democrats then. 

Ole Joe called over half of the American voting public "garbage" because they support Trump, Kamala scolded blacks and men for not supporting Kamala, and Democrats, one and all,  are calling them racists and fascists.   Wow, now there's a winning strategy for you, insulting those you want to vote for you.   You'd think after the beating Hillary took calling them deplorables that would have taught them a lesson.  It didn't, because this is who they are and their contemptuous view America, and Whoopi Goldberg, that paragon of low IQ and irrational thought processes, says .... watch out now .... here it comes ....Whoopi says Hillary was right.   

The Democrats are so hot to save "our democracy" they insist the only way to do that is to destroy the First Amendment.   After all, you can't have people going around and saying what they really think, unless it agrees with government policy, leftist government policy of course, followed by a really loud Sieg Heil!

This week Molly Slag published this piece on property taxes in N. Dakota asking if their system of property taxation was fair, and she concluded it was, and truthfully, I didn't know if her analysis was correct or not, but it was complicated, and that's the problem.  All these systems of taxation are so complicated we need to hire accounts.  

My comment was:

All forms of taxation are immoral because they're can use all the force they want to enforce that confiscation. Unfortunately they're a necessary evil. So the goal is to make them as fair and unburdensome as possible, and that's the rub.

Just because the article deals specifically with Montana's taxing system is immaterial to the overall issue of the problem of what happens ultimately, greed, corruption, power mongering, and special privileges for the special few always follows, and both parties are guilty of this corruption, the left is just far worse.

The reason teacher's salaries and pensions are out of control is because the unions so often support politicians who are also the people who negotiate the contracts knowing they can just raise taxes. 
 
They keep spending, and taxing, and spending and taxing, and can find an unending number "laudable goals" to spend that money on in order to further justify more confiscation, more spending, more government, and more taxation.  As Dan Mitchell asks, can anyone identify any nation "in recorded history that has successfully used higher taxes and more spending as a route to prosperity."  The answer? “There’s no nation anywhere in the world that has become rich with big government.”
 
Now ask the people of Chicago how that's working out for them.   Chicago Teachers Union president with $50B in new demands tells Chicagoan's to stop asking about the ‘cost’.  It gets worse.  

Normally I don't watch videos as they're too time consuming, and by the time I get to the end and more often than not I saw nothing I could use or was really interested in.  Time wasted.  Since I read so much from so many sites, including reports sent to me I scan a lot, and I do so because often times in a general way, I already pretty know what they're going to say.  Then after doing a quick scan I decide if I should spend time digesting the commentary.  But occasionally a video comes along that has a "Wow" factor.  Substack blogger Susan Daniels sent this to me, with a great story about Trump and the Green Berets, which begins at 28:30 in the interview, and it's worth seeing. 

A couple of interesting things occurred with Russia this week.   First the G7 have authorized giving Ukraine another 50 billion dollars, most likely none of which will be tracked and based on history, much of it will most likely be stolen, and allegedly Putin is willing to talk to Zelenskyy about a limiting attacks on vital structures.  Really?  

I think that's a big tell on Putin, and he's having some serious domestic financial issues on delinquent loans, which he's not going to be able to fix it until he gets this Ukraine war stopped.  Also, and I find this interesting, he's only willing to negotiate provided it's done via Qatar. Qatar?  Really?   And he's only willing to do that if Ukraine gives up the territory they took back after he stole it from them. And get this, at the same time he wants to be the one to negotiate a cease fire in Lebanon.  Imagine that!  What a guy!   

  • China which has railed against any efforts to curtail their access to American markets think it's just fine to sanction an American company for having the audacity to make drones for Ukraine.
  • The liberal party in Canada, Trudeau's party, wants to kick that nutroll out of office.  Imagine that! 
  • For those who've been reading P&D for any length of time you know I've been saying military use lasers were in the near horizon, and a lot of people got a real chuckle out of that.  Well, Israel has employed them and now are expanding their role.
  • It appears New York's mayor, Eric Adams, doesn't want to be a sanctuary city any longer, and I'm shocked, shocked I tell you. 
  • Democrats are ignoring SCOTUS decisions in California and intend to force Catholic hospitals to perform "emergency abortions", and they will decide what's constitutes an emergency.  
  • The Dutch have decided all that misinformation about these false covid vaccines was actually accurate, and now those who were fired for refusing the vaccinations are getting a million bucks and Bill Gates is on hock for some that, if not all.  Why the Dutch have any say in this case involving American citizens....in America.....is a bit mind boggling, but here's the real thought everyone should take away with this:   The bugman was right again.   Remarkable.   
  • Here all this time we were told all that looting, crime, and violence that erupted in America's major cities was outrage over racist police.  No so!  It turns out winning the World Series is more than enough justification to riot and loot.   Perhaps we should just conclude rioters, thieves, muggers, rapists, murders, and the lot don't really have any justification other than their own greed and corruption, and act accordingly.  Oh, but the party that's in total charge in California and California's major cities just can't tolerate that.   It would be racist. 
  • In Texas, over 200 unqualified Texas educators had someone else take their exam in cheating scandal.  How much do you wanna bet this isn't the only state this is going on?  How much do you wanna bet that Vincent Grayson, basketball coach who organized this, along with all the other participants in this scheme, Tywana Gilford Mason, Nicholas Newton, Darian Nikole Wilhite, and LaShonda Roberts, are all Democrats?

Finally, and I really am getting a kick out of watching this unfold. In his article Jay Valentine asks, is this, "The End Of Massive Data Centers?"  He says these data centers are in need of massive amounts of electricity t to run, and explains why.  We also know alternative energy is totally incapable of meeting that need.  

So, watch Google and the rest decide nuclear isn't that bad after all, much to the chagrin of the greenies, warmists, and globalists, and push for Small Nuclear Reactors (SMR) and even smaller microreactors and small modular reactors, (SMR's), which are portable.  It gets better.  He says we don't need data centers.  You will find this interesting, so take a look.  

There's change coming, and ya just can't make all this stuff up.  Today's offerings include eight pieces by me, some extensive, and twenty excellent pieces by others, and I've added a fifth permanent link regarding Islam.  That's a never ending story, and I want to make sure it's being told correctly.  

The weather is getting colder, most of what I've left to do on the outside involves fall planting and clean up, and now I hope to be able to get to the 20 books I ordered and haven't read.  So, enjoy and have a great weekend knowing we're on the cusp of one of the most important historical events in America's history in deciding if the United States will continue to exist!  That's not hyperbole any longer!
