DOD’s Innovative Micro-Reactor Tied Up and Down in Red Tape

The ground-breaking initiative to provide nuclear power to a military installation disappeared.

Heralded as a first-of-its-kind initiative to power a US Air Force base with a micro-reactor, the Eielson, AFB, Alaska small nuclear reactor project has dropped off the radar. The proposal to establish a pilot program at one of the coldest northern-tier bases was to determine the feasibility of using a miniature nuclear plant to replace a reported 800 tons of coal the base uses each day. So, what happened?

In 2021, when Liberty Nation News first reported the story, the Eielson, AFB micro-reactor pilot project was promising. As LNN explained:

“The microreactor project will have significant government oversight to ensure safety provided by the Department of Energy and the Nuclear Regulatory Commission. Along with efficient production of electricity, the GAO [Government Accountability Office] explained, the microreactors can be produced more quickly, less expensively, and more efficiently, and ‘the entire reactor could be factory assembled under controlled environment conditions with quality control procedures.'”

Then, the program hit a snag. Being able to be “produced more quickly, less expensively, and more efficiently” met the slow, expensive, and breathtakingly inefficient Department of Defense (DOD) acquisition system. No project could have had more going for it to be developed and put into operation. Congress passed the FY2019 National Defense Authorization Act that “required the Secretary of Energy to report on a pilot program to provide resilience for DOD facilities by contracting with a commercial entity to build and operate at least one licensed micro-reactor by December 31, 2027.”

The Micro-Reactor Had Strong Administration Backing

Additionally, the Eielson AFB micro-reactor had the backing of former President Donald Trump’s Executive Order 13972, which directed the Secretary of Defense to “establish and implement a plan to demonstrate the energy flexibility capability and cost-effectiveness of a Nuclear Regulatory Commission-licensed micro-reactor at a domestic military installation.” Congressional legislative authorization and a presidential directive told the DOD to develop and operate a micro-reactor to power a military base. The Air Force was the military department to make the project happen, and Eielson AFB, Alaska, was chosen as the pilot base. What could go wrong?

It’s simple. The program was thrown into the US Air Force and Defense Logistics Agency competitive source selection process. This is supposed to allow for fair and equitable competition for procurements, but instead it subjects programs of record to interminable processes with the attending delays. The Request for Proposal (RFP) was supposed to be released in Spring 2022, but as of February, the Draft RFP was not through the review process in the DOD’s acquisition office. By August 2022, no Micro-Reactor Pilot project at Eielson AFB request for contractors’ proposal submissions was released. “As a first pilot program of its kind, the Department of the Air Force (DAF) Micro-Reactor program must undergo significant scrutiny and coordination from the agencies involved in its success,” explained Eielson Micro-Reactor Quarterly Update.

Fast forward to the end of September, approximately six months late, the Air Force released the RFP. In January 2023, the time for contractor proposal submission was closed, and the evaluation of the proposals began. Seven months later, in August 2023, the DOD issued a Notice of Intent to Award a contract. In other words, the Pentagon had selected a winner.

But not so fast: While the ink was drying on the award notice, it was rescinded. One of the competitors who did not win filed a protest with the Court of Federal Claims. The process stopped. In March 2024, a bidder filed a formal protest with the Government Accountability Office, and a stop work order was issued.

Promising Program Stopped in Its Tracks

As the latest report from Eielson AFB explained, the micro-reactor project is paused. Additional proposal reviews, “anticipated to conclude by the end of Summer 2024,” are ongoing. So, the pilot energy program hit the bureaucratic wall. The Air Force maintained it “still aims to meet the 2027 timeline for the project.” With the track record for meeting scheduled events, that sounds more aspirational than actual. 

What was to be a first-of-its-kind clean energy program that would provide a “reliable and resilient energy supply for critical national security infrastructure” is just another defense program that has fallen prey to a system hostile to innovation and getting programs to the warfighter in a timely fashion. One would have thought that with the Biden administration’s focus on clean energy, this program would have had special emphasis, but evidently not. In the end, when the Eielson AFB Micro-Reactor is operational, count on it being after 2027 and over cost.

Biden Exploits Indigenous Spirituality to Appease Environmentalists

Alaskan native tribes are being deprived of oil revenue and ignored.

A watchdog group has filed a “scientific integrity” complaint against the Biden administration for employing “Indigenous knowledge” as justification for canceling seven oil and gas leases in Alaska. The decision was allegedly a political maneuver to appease environmental groups unhappy with the administration’s earlier approval of a massive drilling operation (the Willow Project) in the Alaskan petroleum reserve. The president’s people appear to have exploited Native American spirituality to court white liberal votes while impoverishing Alaskan tribes.

Complaint of Shoddy Science

Protect the Public’s Trust wrote in their complaint that “…the Biden administration’s decision making, through the use of Indigenous Knowledge, is susceptible to manipulation without even the pretense of adhering to scientific principles….” The chief basis of the allegations is Secretary of the Interior Deb Haaland’s September 6, 2023, announcement that the seven leases would be terminated:

“President Biden is delivering on the most ambitious climate and conservation agenda in history. The steps we are taking today further that commitment, based on the best available science and in recognition of the Indigenous Knowledge of the original stewards of this area, to safeguard our public lands for future generations.”

Indigenous Knowledge and Oil Revenues


It is not clear what Indigenous Knowledge offers to the field of climate science. And while many remote native villages still subsist on caribou, walrus, and whale, tens of thousands of Alaskan natives depend on these leases for their community services, personal incomes, and economic hopes for their future generations. The Inupiat North Slope communities and other tribes live in isolated regions where jobs are scarce. Alaska boasts a high level of energy employment, where wages trend some 50% above average national wages. Additionally, Native Americans receive distributions of oil revenue.

Following the 1968 discovery of vast Alaskan petroleum reserves, the bipartisan Alaska Native Claims Settlement Act of 1971 created more than 200 Native-owned corporations, including the Arctic Slope Regional Corporation (ASRC). Alaska Public Media (APM) states:

“By creating more than 200 Native-owned corporations like ASRC and seeding them with 44 million acres of land and $1 billion, the legislation was one of the most progressive land deals ever struck between the U.S. government and Indigenous people. Since its inception, ASRC has paid out more than $1 billion in dividends, with recent per-shareholder payments as high as $7,000 a year. Only people with Alaska Native heritage can own shares, with a few exceptions. … the deal helped create monetary wealth for ASRC’s 13,000 shareholders and those of dozens of other Alaska Native-owned corporations. ASRC has now been listed as Alaska’s top revenue-generating business for the past 27 years. It says it has 13,500 employees across the country and ranks among the top regional corporations in its yearly cash dividends…”

Hundreds of millions of additional dollars are generated from real estate taxes, enabling otherwise impoverished Native Alaskan communities to build grocery stores, water and sewer lines, communications infrastructure, schools (that teach native language), and health and rescue services. All of these efforts have been compromised by the Biden about-face on leases, but community leaders claim they have been completely ignored. APM reports:

“Doreen Leavitt, director of Natural Resources and Tribal Council Secretary for the Inupiat Community of the Arctic Slope (ICAS,) argued that the Biden administration’s actions amounted to a slight against Alaska Native villages’ right to self-determination.

“…Responsible resource extraction has, since the passage of ANCSA, become a cornerstone of the regional economy, Leavitt told the committee. Further limiting already restricted land usage threatened to further upend a fragile economic foothold for the Inupiat. The tribe would have shared these comments with the Biden administration had they ever been consulted, Leavitt said.”

Some tribes claim conservation efforts seek to “turn our homeland into one giant park,” which will undermine economic development and restrict subsistence efforts. One area resident remarked that “it’s wilderness areas and romantic notions of what the Arctic should be that continue to drive outsiders to glibly advocate for limiting resource development.” A bill – H.R. 6285, “Alaska’s Right to Produce Act” – seeks to reinstate the leases canceled by the Biden administration.

Biden Confusion

Government policies must balance competing objectives, but the scales for Biden persistently seem to tip toward self-interest and re-election. The president has recently paused emissions regulations and climate goals for EVs to appease UAW workers for November, signaling that climate urgency takes a back seat to his campaign. Similarly, breaching government oil-lease commitments to Indigenous tribes to showboat for environmentalists is justified by appeals to Native American spirituality – not to help conservation, climate, or Native Americans, but to politicize all social causes for Biden 2024.

We're now facing The Inevitability Factor!  That's when the awfulness of these delusional policy decisions reaches its apex and finally forces everyone to come face to face with reality.  We need to accept there really is good and evil in the world.  There really is such a thing as right and wrong.  There really is such a thing as "normal", a reality the left wishes to destroy that way there can be no such thing as abnormal.

Socialist Politicians Make the Worst Bosses- "Foaming, spitting, uncontrollable rage”. It never fails. Leftists claim to campaign for workers, yet treat them like garbage. Despite the millions of dollars he commands, he historically paid his professional staff less than minimum wage. Nader, who told Business Week during the last campaign that he offers staff “unlimited sick leave,” ordered staffer George Riley to take a two-week leave of absence to work on a political campaign, refusing him to pay for the time. When I worked for Ralph Nader in 1980-81, he paid us $8,000 a year, hardly enough to get by on even then. We could scarcely afford the time to spend money, though, because Nader expected staff to work around the clock. Staff turned over rapidly. Few people could stand the hours, pay and abuse for more than a year or two. Or Bernie Sanders............ 

Facebook Hired Minorities and Paid Them Not to Work- "We were just sitting there". In the last 5 years, Big Tech firms came under heavy pressure to publicize the racial and gender demographics of their workforce and to improve their numbers. That’s hard when your workforce is mostly white, Asian and Indian. This story may shed some light on how Facebook went about improving its numbers. Meta (Facebook), like other tech companies, went on a hiring bonanza during the pandemic, as it faced enormous demand for its products and services while people were stuck inside. Meta said it had 44,942 employees on December 31, 2019. By the end of 2021, the company listed 71,970 employees in its annual report and wrote it “expect[ed] headcount growth to continue for the foreseeable future.” Meta then said that 2023 was going to be a “year of efficiency” after laying off 11,000 people in November. The company announced more layoffs this week that will affect another 10,000 people.........

Blast From the Past: Obama Disses Alaska

Given Biden's and his administration's insanity on energy, and this recent winter storm, I think this is an appropriate piece to resurrect.  RK
 
Fifty million Americans who live in the northeast will experience what is predicted to be a historic blizzard from Monday evening through Tuesday. Cities and towns will virtually or literally close down. People will be told to stay indoors for their safety and to facilitate the crews that will labor to clear the roads of snow.

In other words, welcome to Alaska, a place that is plenty cold most of the year and which is no stranger to snow and ice.

Alaska, however, has something that the whole world considers very valuable; oil and natural gas. Lots of it. In 1980 a U.S. Geological Survey estimated that the Coastal Plain could contain up to 17 billion barrels of oil and 34 trillion cubic feet of natural gas.

In 1987, the U.S Department of Interior confirmed the earlier estimate, saying that “in place resources” ranged from 4.8 billion to 29.4 billion barrels of oil. Recoverable oil estimates ranged from 600 million barrels at the low end to 9.2 billion barrels at the high end.

A nation with an $18 trillion debt might be expected to want to take advantage of this source of revenue, but no, not if that debt was driven up by the idiotic policies of President Barack Obama and not if it could be reduced by the same energy industry that has tapped similar oil and natural gas reserves in the lower 48 states by drilling on private, not public lands.

Instead, on Sunday President Obama referred to the Arctic National Wildlife Refuge (ANWR) as “an incredible place—pristine, undisturbed. It supports caribou and polar bears” and other species and, guess what, tapping its vast oil and natural gas reserves would not interfere in any way with those species despite the whopping lie that “it’s very fragile.”

At Obama’s direction, the Interior Department announced it was proposing to preserve as wilderness nearly 13 million acres of land in ANWR’s 19.8 million-acre area. That would include 1.5 million acres of coastal plains that Wall Street Journal reported to be “believed to have rich oil and natural gas reserves.”

Not a whole lot of people choose ANWR as a place to vacation. It is a harsh, though often beautiful, area that only the most experienced visitor might want to spend some time. I would want to make every environmentalist who thinks any drilling would harm the area have to take up residence in its “pristine” wilderness to confirm that idiotic notion.

They would find plenty of caribou, polar bears and other species hanging out amidst the oil and gas rigs, and along the pipe line. The Central Arctic Caribou Herd that migrates through the Prudhoe Bay oil field, just next to ANWR has increased from 5,000 animals in the 1970s to more than 50,000 today. There is no evidence than any of the animal species have experienced any decline.

The Coastal Plain lies between known major discovery areas and the Prudhoe Bay, Lisburne, Endicott, Milne Point and Kuparuk oil fields are currently in production In 1996, the North Slope oil fields produced about 1.5 million barrels of oil per day or approximately 25% of the U.S. domestic production. Alaska is permitted to export its oil because of its high levels of productivity.

So why has Obama’s Department of the Interior decided it wants to shut off energy exploration and extraction in a whopping 13-million acres of what is already designated as a wildlife refuge and along its coastlines on the Beaufort and Chukchi seas? The answer is consistent with Obama’s six years of policies to deny Americans the benefits of the nation's vast energy reserves, whether it is the coal that has previously provided 50% of our electrical energy—now down by 10%--or access to reserves of oil and natural gas that would make our nation energy independent as well as a major exporter.

The good news is that only Congress has the authority to declare an area as wilderness. It has debated the issue for more than 30 years and in 12 votes in the House and 3 votes in the Senate it has passed legislation supporting development and opposing the wilderness designation.
 
And guess who is the new chairman of the Senate Energy and Natural Resources Committee? Sen. Lisa Murkowski, an Alaskan Republican. She also heads up the appropriations subcommittee responsible for funding the Interior Department!
 
This latest Obama ANWR gambit is going to go nowhere. It does, however, offer the Republican Congress an opportunity to demonstrate its pro-energy credentials.
“I cannot understand why this administration is willing to negotiate with Iran, but not Alaska,” said Sen. Murkowski when informed of Obama’s latest attack.

Junk science lingers: one warm day cited as reason for an imminent climate catastrophe

The revelations from Twitter might be shocking, but it’s not much different from what the media has been doing for decades — picking and choosing what information to share in an effort to create a desired (leftist) narrative. Just last week, The Washington Post used one warm day as evidence that mankind’s use of natural resources are causing Alaska to rapidly warm:

Donald Trump Stopped Democrats from Killing Alaskans

Once again showing the massive difference between Democrats and Republicans, a new policy put in place by President Donald Trump’s administration will save the lives of Alaskan citizens by canceling a policy put in place by the anti-human Democrats, a policy that has caused the death of dozens of Alaskans. There is a major difference between the two parties when it comes to protecting human life. Democrats simply don’t much care about people.

Not only are they pro-abortion, but they also tend to put the lives of animals ahead of the lives of people (tell me how many liberals you know who say the lives of animals are more precious than humans). And the latter couldn’t be better illustrated than by the aforementioned policy in Alaska that Trump has finally changed after nearly 40 years.

Way back in 1980, one of our worst, failed presidents, Democrat Jimmy Carter, signed a bill creating the Izembek National Wildlife Refuge. It was a law that aimed to protect the endangered Black Brant goose.
