President Bill Clinton; 1995 State of the Union address:

The jobs they hold might otherwise be held by citizens or legal immigrants. The public service they use imposes burdens on our taxpayers. That's why our administration has moved aggressively to secure our borders more by hiring a record number of new border guards, by deporting twice as many criminal aliens as ever before, by cracking down on illegal hiring, by barring welfare benefits to illegal aliens."
Why do Democrats now support illegal Immigration? It’s ridiculous, but the Census (conducted every 10 years) counts ALL residents residing in the United States of America, regardless of immigration status. For every 760,000 or so ILLEGAL ALIENS who are deported = one congressional seat. Plus, the number of congressional seats is how the number of Electoral College electors per state are chosen.
