Clean Water Action originated in Ralph Nader's task force on water pollution and later became a powerful lobby of the 1970s. David Zwick, a Harvard law student working with Ralph Nader's Center for Study of Responsive Law, coauthored Water Wasteland: The Ralph Nader Report on Water Pollution (Grossman, 1971). Zwick and the Nader cohort organized Clean Water Action in Washington, D.C. to lobby fo the Clean Water Act of 1972 and the Safe Drinking Water Act of 1974. From 1975 to 1978 Zwick worked for the Illinois Public Action Council (part of the now-defunct Citizen Action), learning to run door-to-door campaigns. Zwick returned to Washington and reformed CWA as a door-to-door-based organization on water and toxics issues. Formed joint project with Friends of the Earth on coastal policy.
