With the prospects of a conservative independent candidate emerging to challenge Donald Trump, the #NeverTrump movement has moved on to a new tactic. Based upon a new book by North Dakota RNC Member Curly Haugland, there is a nascent movement to educate delegates on their “rights.” Since Haugland’s interpretation of the rules means they are unbound, this weekend’s column will focus on Haugland’s arguments, the #NeverTrump message and what it all means for Cleveland.
First let’s start by examining how Haugland arrives at the conclusion that delegates are unbound. In his new book, Unbound: The Conscience of a Republican Delegate, co-authored with Sean Parnell, Haugland argues that, except for 1976 when Ford’s team changed the rules, every delegate to every presidential convention has been unbound.
