David Cameron will survive last night’s rebellion by 85
Conservative backbenchers over the Government’s immigration Bill. The vote
does, however, further dent his battered authority. It also highlights again
how deeply his party is divided on Europe — not a happy reminder today, as the
Prime Minister welcomes French President François Hollande for an
Anglo-French summit at which EU reform will be the most central issue.
The PM ordered Tory MPs to abstain on Dominic Raab MP’s
amendment to the Bill, which would have curbed foreign criminals’ ability to
resist deportation under the Human Rights Act. This amounted to ministers
telling their own MPs not to uphold government policy; Labour and the Lib-Dems
voted against. More importantly, this display of impotence before European
